The Black Dwarf, Kludge and Juggernauts come up for sale more often than this guy and for the life of me I can't figure out why.
Is there any particular reason why he is so hard to find?
I have never once seen him for sale on eBay:
He probably gets misclassified as a normal dwarf
They probably didnt release many of them at the time or it got called back.

I always search on eBay for "Dwarfs" rather than "chaos Dwarfs" specifically, for precisely that reason.

There is one for sale at the mo from france i am the highest bidder with gf id but i wont get round to painting my marauders and renegades for a year so i thought i would tell you about it
He is under warhammer other armies but a search will find him the seller has about 20 items up

And that's why I always search for " dwar* " since some people tend to use the word "dwarves". I guess it's one of the American-British differences.
Although I haven't seen this guy ever before. zagor66 might be right about this one. The GW could call back the models. Nonetheless, good luck looking for him.

It probablly comes up because its an awesome model which wouldn't look out of place in any current armies. If he was affordable and available then I would get one to use as a slaver lord
