I was thinking about this today. It seems to me there are a few good reasons why we won't be in a combined Chaos book.
The main reason is that they can do similar things better.
For instance:
CD Warriors: Sure theyre cheaper than Chaos Warriors, but even with special rules would anyone choose them over them? Maybe for variety, but they don't do that very often.
Hobgoblins/ Slaves: If they want anything like this it doesn't have to be connected to us.
Bull Centaurs: Compared to Chaos Knights... Or Chosen Chaos Knights..? Enough said.
An elite infantry unit without warriors as a choice would be pointless and out of character.
The second main reason is that we would cover too many weaknesses in their own list.
Blunderbussers/ artillery: All obvious choices that would be used a lot, but would ultimately make Chaos unbalanced.
Unless they can think of some novel way to include them as a complete secondary list in the same book (possibly with Beasts of Chaos as well... Legion of Chaos), I am seriously doubting now whether they would throw us in. Which IMO is absolutely perfect!
Added to this the rumours on warseer that they might attempt to reduce our direct link with the mortal followers of chaos a little (i.e. we still use the dark forces of chaos/daemon binding for our own ends, but are otherwise seperate from the powers of chaos themselves fluffwise, not necessarily always being allied to them).
