You will have to use the 'counts as' ruling for Dwarfs/ HoC I think.
The reason I think they have excluded them is because they have tightened up a lot on the 'official' definition of armybooks and sourcebooks. The pdf doesn't fit in with this technicality. I would have been happy for them just to include the RH list in the rules booklet, and online.

It would be a shame if official correspondence from GW simply got buried in a thread and then forgotten about.

hobgoblin wolf riders numbers and spears are not important changes right now. they are an upgrade to hobgoblin, so we dont want to make a separate entry for them, it would aggrevate things further.
also note under sneaky gitz that enemies may not expand frontage against them.
besides a close inspection of hobgoblins will be cause them to cost 3 points...
mayhaps this is what they intended wallacer...
lets suppose what you believe is true... that they can make free maneuver every turn they are in combat...
lets say i am holding in the front and i am rear charged...
may i expand frontage to move out of base contact with the rear charging enemy?
therefore moving out of combat with them... probably breaking and running down my enemy to the front...

if you are in the US you can use it anyway... so no problem there...
if you are in the UK you couldn't use it even if it was changed... so no problem there either...
your UK CDs are either "opponents consent" which works in most situations...
or "counts as" for the more stringent tourney's...
